Project Scope

Axis was hired by Evermore Community Improvement District (CID) to undertake the development of a concept report, preliminary plans, and cost estimate for a new road that will run parallel to U.S. Highway 78/State Route 10 (Stone Mountain Freeway) from Ross Road to Hewatt Road. The project involves the study and preliminary plan development of the following roadway segments:

Existing Paxton Lane from Ross Road to Killian Hill Road; East end of Paxton Lane on new alignment
New alignment from Killian Hill Road across Veracruz Drive to McDaniels Bridge Road
Existing McDaniels Bridge Road to Hewatt Road
Possible roundabouts at various intersections (Ross Road, Killian Hill Road, McDaniels Bridge Road, and Hewatt Road)
The analysis considers four alternative alignments and interim measures necessary to be able to advance the project while addressing costly utility relocations, land purchase for right of way, and/or construction costs measures.

The purpose of the study is to develop viable, multimodal, and cost-effective mobility solutions and study the feasibility of short- and long-range alternatives that improves operations and safety of the U.S. Highway 78 corridor. The objective is to develop project concepts that improve safety, mobility and access for all roadway users. The study for the existing/new alignment considered the following:

Peak hour & 24-hour traffic counts
Accident analysis
Capacity and operational analysis of each intersection & roadway segment for the existing, null & new alignment alternatives
Aerial photogrammetry, survey control, hard survey
Subsurface utility locates
Design drawings & associated construction estimates
Existing & future mobility needs
Current & future land use
Access management strategies to maximize safety & efficiency
Safety
Complete streets
Stakeholder meetings
Public outreach including but not limited to PIOH (in-person & live Q&A in project Facebook group), surveys, direct mailings, & Facebook
